Die GEW hat die Bundesregierung vor dem Hintergrund der anhaltenden Inflation und Energiekrise aufgefordert, endlich wirksame Maßnahmen zur Entlastung der Hochschulen und Studierenden zu ergreifen. „An den Hochschulen drohen Kürzungen in Studium und Lehre, weil die explodierenden Kosten ausgeglichen werden müssen. Vielen Studierenden steht das Wasser bis zum Halse – sie wissen nicht mehr, wie sie ihre Miete bezahlen und ihren Lebensunterhalt bestreiten sollen. Es ist Gefahr im Verzug – die Bundesregierung muss endlich handeln.
Hochschule und Forschung
Eine Befragung von 11.000 Studierenden zeigt: Unbezahlte Überstunden, Kettenverträge und fehlender Urlaub gehören zu ihrem normalen Berufsalltag an Hochschulen und Forschungseinrichtungen.

Ein Jahr nach den Streiks und Demonstrationen sind in Hamburg trotz vieler Zusagen noch immer keine Verbesserungen bei uns angekommen. Auf Bundesebene haben die Gespräch mit den Arbeitgeberverein, der Tarifgemeinschaft deutscher Länder (TdL), endlich begonnen doch noch immer gibt es keine vorzeigbaren Ergebnisse.
Die GEW hat Bund und Länder gemahnt, Hochschulen und Studierendenwerke, Studierende und Lehrende in der Energiekrise aktiv zu unterstützen und Kürzungen in Lehre und Forschung auszuschließen. „Als erste Hochschule hat die Ruhr-Universität Bochum einen Einstellungsstopp verhängt, um die im Zuge der Energiekrise massiv steigenden Gas- und Stromkosten auszugleichen. Ein Einstellungsstopp trifft insbesondere befristet beschäftigte Wissenschaftlerinnen und Wissenschaftler. Er führt zu Einschnitten in der Lehre.
Die GEW Hamburg unterstützt die Petition und weitere Aktivitäten zum Erhalt des Rechtsschwerpunkts inkl. Arbeitsrecht, Sozialökonomie an der Uni Hamburg von der Initiative Sozialökonomie. Hier geht’s zur Petition. Der Text:
Die GEW ruft auf zur Kundgebung von TV Stud Hamburg „Her mit Entfristungen, Mindestvertragslaufzeiten und Mitbestimmungsrechten für Studentische Beschäftigte“ am 29.11.22 um 17 Uhr vor dem Gebäude der Grünen-Bürgerschaftsfraktion in Hamburg. Insbesondere wird die Hansestadt Hamburg dazu aufgefordert, sich weiterhin für einen Tarifvertrag für Studentische Beschäftigte (TVStud) beim Arbeitgeberverband der Länder (TdL) einzusetzen und sich hierzu öffentlich zu positionieren.
Die GEW hat den Bundestag gemahnt, das 2007 in Kraft getretene Wissenschaftszeitvertragsgesetz (WissZeitVG) abzulösen. So solle für mehr Dauerstellen für Daueraufgaben, verlässliche Karrierewege, Mindestlaufzeiten für Zeitverträge und mehr Chancengleichheit in Hochschule und Forschung gesorgt werden. „Das Gesetz hat in beispielloser Weise die Prekarisierung der Arbeit in der Wissenschaft vorangetrieben. 84 Prozent aller wissenschaftlichen Mitarbeiterinnen und Mitarbeiter an Hochschulen sind befristet beschäftigt, 42 Prozent von ihnen mit einer Vertragslaufzeit von weniger als einem Jahr.
„Dauerstellen für Daueraufgaben“ – so lautet der Titel des DUZ Special, in dem die acht Eckpunkte der GEW für eine Weiterentwicklung des Wissenschaftszeitvertragsgesetzes zu einem Wissenschaftsentfristungsgesetz übersichtlich dargestellt werden.
Das Studienorientierungs- und Unterstützungsprogramm „#UHHhilft“ der Universität Hamburg hilft Menschen, die ihr Studium fluchtbedingt unterbrechen mussten oder nicht aufnehmen konnten. Insgesamt haben sich seit dem Wintersemester 2015 mehr als 7.500 Geflüchtete in dem Programm angemeldet. Das sind durchschnittlich mehr als 500 Personen pro Semester. Im Sommersemester 2022 hat „#UHHhilft“ schnell und flexibel Angebote für die Geflüchteten aus der Ukraine durchgeführt.
Das Wissenschaftszeitvertragsgesetz muss umfassend reformiert werden. Es hat zu Zeitverträgen und unsicheren Karrierewegen in Hochschule und Forschung geführt. Die GEW hat dazu einen Gesetzentwurf vorgelegt. Im Video gibt es prominente Unterstützung!
Anlässlich der Konferenz des Bundesministeriums für Bildung und Forschung zur Reform des WissZeitVG ruft die GEW dazu auf, rasch einen Gesetzentwurf vorzulegen. Die letzte Evaluation belege dringenden Handlungsbedarf.
Die GEW hat sich für eine Ablösung des kürzlich evaluierten Wissenschaftszeitvertragsgesetzes (WissZeitVG) durch ein „Wissenschaftsentfristungsgesetz“ ausgesprochen und dafür ein Acht-Punkte-Programm vorgelegt. „Viel zu viele Zeitverträge mit viel zu kurzen Laufzeiten – die WissZeitVG-Novelle von 2016 war zwar gut gemeint, ist aber praktisch wirkungslos.
